Houka Inumuta is the Intelligence and Strategy Committee Chair and one of the Elite Four who bears three star uniforms.

His transformation is called Probe Regalia. Inumuta is able to analyze and foresee his foes attacks and dodge them. He is also able to camouflage and become invisible. Dealing massive damage to the uniform, as seen by Ryuuko, can disrupt the camouflage though.
