Dokurou Skull is hell's branch chief of "counter measures". She assigned Elsie to capture spirits in the human world and sent Keima Katsuragi the contract letter.

She is suspected of being a member of Vintage.

It is later revealed in episode 10 that Dokurou is not part of Vintage, and saves Haqua from the vast Vintage network inside of New Hell.
